Just found it. Instead of in the Rules section, or the FAQ, but a completely separate third place. For what it's worth, Jeri's a bit weird and doesn't talk to people at all, so I can't confirm it wasn't a 2-year-old playing the character except that we were in an "Adult" designated zone and I had to punch internet tubes with very sensitive data about my toenails just to get authorized to go there.
