If you have any planning put into your pics, I would think knowing where the body is dictates where garments start and stop. heh. So, yes. Most, if not all of the body ought to be drawn first.

Unless you're some god of anatomy, you need to draw the rest of the body, draw the clothes, and then erase the body reference lines to make it look right. Otherwise, it's much easier to make one arm longer than the other, or one shoulder slumpier than the other.
This also goes for beds, hidden body parts, etc.
