PVC (Polyvinyl-chloride) is quite safe. It's the additives to the polymer that are hazardous or not. Most plastics aren't much useful as they are, because their chains of hydrocarbons are either too long, too short, not interconnected enough, too interconnected... etc. Additives, fillers, conditioners, you name it are used to treat the plastic to different properties, like in this case, plastic jelly. The PVC that is used in building houses isn't the same PVC used to make dildoes. Some types of plastics may contain up to 80% of stuff completely different than the basic polymer it's made out of. Like a contact lens for example. It's plastic with 97% of water added and bound together into a jelly.
