I use a wacom and the gimp on linux. Best damn thing ever. I have a mac and a legal copy of Photoshop CS2 but i never use it for drawing it just feels too slow and cumbersome.

Paint Shop Pro is only $100. You don't need great software to start - you have to learn how it works to be most effective.

OpenCanvas is commonly used, you can download it for free for 30 days, and is cheap to register. OC is specially designed for a graphics tablet to boot.

Another vote for opencanvas + wacom tablet. Getting photoshop for drawing is totally overdoing it. The program was designed for photo-retouching and that's what it excels in. And also it's needlessly complex to learn. Now, I'm not saying you couldn't draw with photoshop, but I'm just saying that instead of warezing PS, register opencanvas as it's only something like $50. OC is much faster too and it has a very nice selection of freehand drawing tools. For freehand drawing and painting use tools like Opencanvas, Corel painter, Artrage and so on, and for image processing ( like filtering, adjusting colors etc ) use Photoshop, Paint shop pro or the Gimp.

I prefer paint.net because it's light simple and free, and it has almost everything you need. Worth checking out.

I use Paint Shop Pro and it's more than sufficient for a new artist. If you want cleaner lines and some better handling with vectors, then you may want 'stronger' stuff, but for just starting out, it's quite useful.
