Perhaps poster number two, but unlikely things do happen.
I think I know what the problem is. Morenatsu is a Japanese program, and so it is region locked to Japanese computers. I'm guessing you couldn't execute it and install it because your computer is American. What you need to do is trick your computer into thinking its Japanese. The way you do that is by opening your windows control pannal, selecting the clock and region settings, select region and language options. From that tab, select the Japanese function under the format tab, and then lastly select the Japanese system local under the administration tab (this is what will change the region lock). At this point you should be able to run and install it like any other program. Be warned, you will have to swich the settings back if you want to run programs region locked to the US.
AS for translators Goggle ATLAS, it worked out ok for me, but there were major issues with grammer and word choice.
