So I know that red lines across a character's face means they are blushing... what exactly do the blue lines signify? I've seen it here and there. Sometimes its also just a blue gradients spot like what blushing could also be. So what does blue mean?

They're cold?  Obviously you're talking about anime-styled art, where the artist often lacks the ability to PROPERLY indicate moods or emotional expressions without resorting to cartoon theatrics or awkward shortcuts.

I would say it either indicates frustration, exhaustion or cold.  If the artist were able to demonstrate those moods with proper body language/facial expressions, it'd probably be a lot easier for us to figure out what those blue lines mean.

Let's try this again with less vitriol.

Similar to how redness is used to indicate blushing or a character's face being "hot", blue is used to indicate that a character's face is flushed or cold.  They may be nervous, shocked, etc.  The context in question has to be considered.

It often also means fear, as in "I could see the blood draining out of his face".
