Because it is striaght. It's not really a *fetish* in the technical sense, something that you would add to plain vanilla sex to make it more complicated. It's a girl having sex with a guy, in a way in which she's dominant.
"If any fetish becomes common enough, does it warrant putting it in the straight category? Spanking? Light bondage? Leash?"
If something is very widely accepted, it really can't be "alternative furry" anymore. It's the same way U2 used to be considered "alternative rock", but they're so increadibly popular and mainstream right now that noone calls them that.
"Why do we have the /a/ and /ah/ categories?"
I can't speak for the mods, but it seems like /ah/ is where stuff the mods can't bear to look at (A Nazi Fur executing a Jewish family, realistic looking animals being abused, et cetera) is.
/a/ is made for convience, for people to be able to find rare fetishes. Since pegging is common and it isn't a fetish per se, it isn't in /a/.
