This is science fiction. You can change the DNA in every cell in the future with a device like the one on that episode of Star Gate (one of the later series).
Assuming such a device was developed for use in fixing genetic flaws/diseases it would be very difficult to use it to make a drastic change like changing a species. Genetic diseases are many orders of magnitude easier to find and understand (effectively flipping a genetic switch the right way) than swapping around the 50% of differing DNA between you and a fox and having the patient not die.
But being a werewolf would be better (the non-Hollywood type where you retain sanity and don't look like a guy in a gorilla suit). Get to keep interacting with humans and be a furry.
